Blown bitumen implies air blowing which I believe is part of the process post vac distillation of hydrotreated atmospheric residue. Typically, a good quality bitumen needs a certain level of asphaltenes, resins, etc. With hydrotreatment, if asphaltenes are reduced / lowered, then any amount of air blowing will not help. Further, hydrotreatment does not change the wax structure in residues. Hence, excessive presence of wax could be another detrimental factor in making high quality bitumen. It is equally tough to comprehend the quality of crude being processed in your refinery. In short, send us your queries (nsmurthy@ashphilconsultancy.com) and we can find options to make VG and or PG grade bitumens.
