This should be simple. Sour water strippers gets fouled up with coke when the Oil ingress in sour water is higher than design / acceptable limits. Sour water strippers gets fouled up with Salts if the trim coolers (sea water coolers) in the process areas start leaking sea water into sour water. One more reason for salts coking up the stripper could be increased Ammonium bisulphate deposits from hydrotreater overhead systems. This fouling gets passed on to the stripped water header and choke the stripped water coolers.

How sure are you that the fouling is related to salts?
Salts should be mostly soluble in this water stream.
There are other possible reasons for fouling in this effluent stream.

What is the analysis of the salts?? Check source of Overheads Water used to force the Dew Point. This needs to be Boiler Feedwater quality. Also check for Cooling Water Intrusion via condensers and exchangers. Beyond these 2 causes, you would have to start looking inside each process that contributes to the SWS. Give me a call.
