On what terms HT/ MT/LT shift converters are decided for Hydrogen unit?

It is matter of Capex Vs. Opex. Only HTS reactor will have lowest capex but it will have maximum CO slip which results into higher feed consumption, so higher opex. On the other side, adding LTS after HTS will increase capex but will provide better conversion, so lower feed consumption.

It depends on the amount of H2 required by converting CO to CO2. Also steam generation requirement is a consideration. 3 stage would result in higher steam generation with lower CO in outlet process gas thereby improving H2 content however additional pressure drop can be an issue in some cases where final pressure at inlet of PSA in H2 unit can be low.
